How about Alan Cumming for Caeser Flickerman? Or maybe for another Capital person? His looks are very peculiar; plus he looks eccentric.

Allan Cumming is certainly eccentric enough, but i always picture Ceasar as an old man.
I like Patrick Barlow for Ceasar.

He's not well known. I've only ever seen him in Bridget Jones' Diary. He's the TV guy who dates Bridget's mom. He's practically orange in the movie, so it's only a small step to being completely powder blue.

I also like Gaspard Ulliel for Gale.

I am aware that Rue is supposed to be dark skinned, but I can't help it, I always imagine her as Elle Fanning. Elle Fanning would make a good Prim also though.
